In the era of globalization, Indonesia's merchant maritime industry faces increasingly intense global competition, particularly in terms of human resource (HR) quality. Maintaining and enhancing competitiveness requires a structured HR optimization strategy that is aligned with the real needs of the industry. This study aims to identify the internal and external factors affecting the quality of merchant maritime HR and to formulate priority strategies using a combined SWOT (Strengths, Weaknesses, Opportunities, Threats) and AHP (Analytical Hierarchy Process) approach. The analysis shows that the main strength lies in the large number of seafarers together with strong national policy support, while the key weaknesses are limited foreign-language proficiency and insufficient technology-based training. The greatest opportunity is the global demand for professional seafarers, while the primary threat is intense competition from other seafarer-exporting countries. The recommended priority strategies include improving the quality of training and certification, strengthening industry-based curricula, and expanding international collaboration. This study underlines the importance of collaboration among the government, educational institutions, and the maritime industry in building world-class, globally competitive maritime human resources
